The Government Finance Officers Association (GFOA) is recruiting for a new role in our organization. Over the last few years, we have prioritized upgrading and expanding our technology to better serve our staff of 65 and membership base of over 22,000 government finance officers. As a key member of GFOA’s employee experience team, GFOA’s new Senior Manager of IT, will take the lead on strategic IT planning and support GFOA’s staff and members strategically leverage technology to achieve our mission to advance excellence in public finance.
GFOA has recently engaged a Managed Service Provider to support GFOA’s help desk, security, network, and server maintenance.
The IT leader will need to step in and immediately contribute to a number of key IT initiatives in progress, including transitioning to Microsoft 365 and an AMS (iMIS) upgrade. The IT leader will have the opportunity to create an internal IT team as an additional position is planned.
Details on Working for GFOA The Senior Manager of IT will report to our Chief Administrative Officer. This role will have flexibility with GFOA’s hybrid work environment, but will need to be able to come into the Chicago office, where our IT systems are based, as needed. The Senior Manager of IT may also travel to GFOA’s Washington DC office from time to time.

Leads operational and strategic planning, including fostering innovation, planning projects, organizing, and negotiating the allocation of resources.
Ensures necessary support of GFOA’s iMIS (association management system) ecosystem including the operational effectiveness of integrated application software (i.e. Cadmium, Informz, Elevate LMS, Prismic CMS) to enhance the members’ digital experience.
Works with staff to determine effective technology solutions for meeting both strategic and operational needs; meets with individual departments to discuss needs and solutions before projects are approved, ensuring that selected solutions integrate with other GFOA systems as necessary and meet best practices for IT standards.
Responsible for the strategic direction and management of all infrastructure systems, including disaster recovery, information security, cloud services, telecommunications, data storage, to support the day-to-day business operations.
Serves as leader on the IT Advisory Team to advise staff on technology related initiatives.
Manage consultants, vendors, and service providers.
Manage financial aspects of the IT department, including purchasing, budgeting and budget review.
Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
Develops and maintains a Disaster Recovery & Business Continuity Plan. Works with the managed service provider to ensure that backup, recovery and security procedures are set-up and performed as planned and necessary.
Negotiate and administer vendor, outsource and consultant contracts and service agreements.
Work with GFOA’s managed service provider to maintain asset management for IT hardware, software and equipment.
Establish and maintain regular written and in-person communications with the organization regarding pertinent IT activities, including training as needed.
Facilitate training for staff on technology solutions.
Our ideal candidate has a Bachelor’s degree in IT or a related field and has experience in IT management with an association. The ideal candidate has a work history of progressively increasing responsibility and is ready to lead the listed job responsibilities at GFOA. Our ideal candidate has experience with iMIS or another association management system, and experience managing complex vendor relations. Most importantly, the ideal candidate will have the ability to deliver strategic vision while managing day-to-day operations.
