Senior Director of Programs and Partnerships (Economic Security)
As Senior Director of Programs and Partnerships, you will report to the Chief Customer Officer, oversee a team of seven, and manage a growing portfolio of over $20 million in community-based economic security programs and partnerships. Millions of older adults are financially insecure, or at risk of becoming so in the future. The National Council on Aging (NCOA) supports community organizations to provide older adults with trusted information, tools, and resources to improve their financial health and stay independent as they age. We deliver the resources, tools, best practices, and advocacy our nation needs to ensure that every person can age with health and financial security. Because aging well for all is a matter of equity. A matter of dignity. And a matter of justice. By offering online tools and collaborating with a nationwide network of partners, NCOA is working to improve the lives of 40 million older adults by 2030.
Supported by two direct reports (Director of Programs, Center for Benefits and Director, MIPPA Resource Center), and working closely with internal product managers and subject matter experts across NCOA, you will identify and shape new partnership opportunities. We employ a social enterprise model and strive to maximize NCOA’s mission impact when considering partners. We have several successful existing programs and partnerships under our Age Well Planner, including our signature programs BenefitsCheckUp®, My Medicare Matters®, and the Aging Mastery Program®, that millions of people use every year.
You will also manage several existing programs including those provided for by the Walmart Foundation and the National Center for Benefits Outreach and Enrollment (NCBOE) grants. You will engage with sponsors, partners, and funders to support and sustain proven programs, as well as develop and deploy new innovative programs. You will represent NCOA externally, designing business models that support partners’ business goals, keeping NCOA’s mission and goals at the forefront.
Since 1950, we’ve walked beside generations of Americans. Perhaps you didn’t see us. But we were there—quietly making life better as we age. We were the first national voice for older adults. We helped end mandatory retirement. We advocated to secure Medicare, Medicaid, and the Older Americans Act. Local organizations turned to us for support as they served older adults every day. And we built digital tools that empower older adults with knowledge.
Now, we’re stepping forward to do even more. Americans are living longer, but far too many are being left behind without the resources to age with dignity. We’re changing that. Leadership and Management
Lead national-scale programs.
Provide management and oversight to the Center for Benefits Access, including the NCBOE.
Lead the community-based economic security and benefits portfolio.
Provide management and mentorship to a large and diverse team through direct and indirect supervision.
Develop multi-year business plans to grow and execute the NCOA work.
Identify, prevent, and/or mitigate issues related to national-scale programs.
Identify and initiate potential partnership opportunities with the support of the business development team.
Develop, maintain, and grow complex partnerships with senior-level individuals across all business sectors.
Develop new partnerships to support NCOA’s economic security program.
Establish, build, and maintain relationships aligned to NCOA’s economic security strategy.
Lead the bring-to-market strategies of new community-based economic security programs and solutions designed to serve older adults.
Be innovative and forward-thinking on the opportunities to serve the economic security of older adults.
Master’s degree is preferred plus 10+ years of related professional experience, including demonstrated expertise in managing national multi-million-dollar programs with a broad set of stakeholders.
Knowledge of the economic security needs of older adults. Familiarity with Medicare and/or Medicaid, related federal and state health policy issues, other federal and state low-income benefit programs, and provisions of the Affordable Care Act relating to vulnerable seniors, consumers, and service providers is a plus.
Knowledge of public benefit programs (e.g., SNAP, Medicare Savings Program, Low Income Subsidy program, etc. is a plus.
Experience in relationship development and cultivation both inside and outside of government, nonprofits, and for-profit organizations.
Experience managing, empowering, and leading teams with in-person, remote, and hybrid staff.
Experience in grant writing, proposal development, and developing a business pipeline.

You are consistent with your reporting and honest in your day-to-day interactions.
Firm and fair mentor/supervisor. You are an excellent mentor and are known for developing great people. You confidently engage staff at all levels to define needs and expectations. You insist on respect and accountability. People enjoy working with you.
Articulate and persuasive. You have excellent oral and written communication skills and are a capable public speaker possessing the ability to communicate with and gain the confidence of people from a variety of sectors and settings.
