The Florida Association of Court Clerks, Inc., d/b/a Florida Court Clerks and Comptrollers (FCCC), based in Tallahassee, FL, is an established statewide, 501 (c) (6) non-profit membership association. FCCC’s mission is to improve the ability of Florida Court Clerks and Comptrollers to effectively and efficiently serve the citizens of the state. FCCC accomplishes it mission through the education of elected Clerks and Comptrollers and their staff, legislative action and public awareness of the role and function of the office of the Clerk and Comptroller. The organization is governed by a fifteen-member Board of Directors, comprised of a five-member Executive Committee, led by a volunteer President. FCCC and its two wholly owned subsidiaries (FCCC Service Group, LLC,. d/b/a CiviTek and CiviTek National, Inc.) operate in various lines of business with an approximate annual budget of $20 million, 125 employees in a non-union environment to serve 68 independently elected Court Clerks and Comptrollers across the state, in addition to the Florida Trust and Florida Courts E-Filing Authority. The position is located in Tallahassee, FL, the State capital and home of Florida State University and Florida A&M University. As part of the Florida panhandle, Tallahassee enjoys superb schools, parks, lakes and educational resources; miles of walking trails, countless fitness centers pools and spas; two hospitals, numerous art venues, year round golf and tennis.
SUMMARY: The Chief Executive Officer (CEO) is responsible for recommending and implementation of policies set by the Board of Directors as well as the development and updating of the strategic plan, annual goals and objectives, financial, program, and administrative management of all FCCC entities. Guidance and direction is provided by the volunteer President of the Board, Executive Committee, and by the Boards. The CEO is to lead and foster a culture where members work together to support Clerks statewide.
Responsible for the governance and management of: - Florida Association of Court Clerks, Inc. d/b/a “Florida Court Clerks & Comptrollers.” - FACC Services Group d/b/a “CiviTek”. - CiviTek National, Inc. - Responsible for the ongoing administration and marketing of the Florida Trust. - Responsible for the ongoing administration and technical operations of the Florida Courts E-filing Authority.
ESSENTIAL ATTRIBUTES, DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
1. MISSION, GOALS AND OBJECTIVES. Be a strategic, action oriented, association leader aligning the people, processes and strategy to accomplish the mission. In partnership with the Board of Directors plan, monitor and evaluate the mission, vision, values, strategic plan and goals and strategies.
2. GOVERNING BODY, OFFICERS AND DIRECTORS. Be an organizational visionary and change agent that has a broad, pervasive perspective of the FCCC history and at the same time recommend improvements to meet the mission of each FCCC entity. Recommend and carry out policies and procedures, providing information, advice, and counsel (through legal counsel) to the volunteer President of the Board, Board Committees, and the Board of Directors in the creation of policies, programs, and strategic direction of the association. Provide support for all activities associated with the Board of Directors, including staffing for all Board and Committee meetings, meeting schedules, locations, development of agenda, and meeting materials. Champion Clerk initiatives and work with FCCC’s governing bodies and its members with transparency and accountability.
3. ORGANIZATIONAL STRUCTURE AND DOCUMENTS. Structure the FCCC to accomplish the strategic plan, aligning human resources, culture budget, processes and strategy. Create an exciting action agenda, be able to make hard decisions, and foster an environment where change will be embraced and make positive change happen. Regularly review for compliance with State and Federal statutes and regulatory agencies, insurance, etc. Regularly review bylaws, policies and procedures and other documents and ensure they are up to date and aligned with the structure of the organization.
4. PROGRAM SERVICES AND ACTIVITIES. Demonstrate the ability to balance necessary innovation and operational and organizational stability in the programs, services and activities. Ensure that services meet member and other target group’s needs. Develop business plans and processes to plan, execute, monitor and evaluate the programs, services and activities of the organization.
5. HUMAN RESOURCES INHOUSE AND CONTRACTED. Be the chief servant leader and foster a supportive culture where staff and volunteers work together to move the FCCC forward. See that the organization is effectively staffed with both in-house staff and outsourced resources. Lead staff and contractors in the development and implementation of short and long range plans and policies and other activities. Empower staff and volunteers to achieve success, greatness and results. Implement appropriate personnel and contracting practices, opportunities for professional development and the evaluation of all personnel and contractors. Create a positive work environment that values the training and professional development of its employees and promotes teamwork.
6. FINANCIAL PLANNING AND REPORTING. Responsible for the financial management of the organization, including the development and implementation of the annual budget, that aligns with the strategic goals of the organization. Contract for and oversee the annual audit, make sure adequate controls are in place and reporting is in compliance with policies and procedures.
7. MEMBERSHIP DEVELOPMENT AND RETENTION. Motivate and inspire members and staff. Develop membership through education programs; volunteer recruitment, retention and reward programs, maximize clerk involvement through a committee structure and develop proposals for new programs and funding sources to add to the value of membership. Develop and maintain a consensus and the support of members. Have a positive and collaborative working style that attracts and motivates top quality staff and volunteers to participate in all aspects of the FCCC.
8. COMMUNICATIONS/MARKETING. Must be an excellent public speaker to small and large audiences. Have an open personal style, be a resilient listener without losing site of priorities. Develop external and internal communications in relation to the goals, programs, products and services of the FCCC. Serve as the public face of the organization with the membership, media, and government.
9. GOVERNMENT AND EXTERNAL AFFAIRS. Be politically astute by defining current issues, identifying and monitoring legislation and trends affecting the FCCC and analyze and report regularly to internal and outside publics in a timely manner. Have exceptional interpersonal and networking skills for liaison with other organizations, and the development of memorandums of understanding and other agreements to advance the mission. Have and be able to present a clear understanding of the political dynamics associated with achieving consensus on major issues and priorities.
10. OFFICE TECHNOLOGY AND MANAGEMENT. Administer overall operations of the FCCC including technology, data base management, word processing, telecommunications, security and documentation of procedures. Implement ongoing process improvements using technology and best practices.

• EDUCATION: Attainment of a bachelor’s degree in nonprofit management, management, public policy, public administration, political science, communications or a related field from an accredited university. Advanced degree desired.
• PROFESSIONAL CERTIFICATIONS: A Certified Association Executive (CAE) is preferred. A graduate of the US Chamber of Commerce, Institute of Organization Management (IOM) is preferred.
• EXPERIENCE: Ten (10) years of increasingly responsible administrative experience in an executive managerial capacity, at least five years in a supervisory capacity, in the public or nonprofit sectors is required; experience working in the public or non-profit sectors and legislative affairs/lobbying experience is preferred.
COMPENSATION, BENEFITS AND TIME CONSTRAINTS
This is a full time, exempt position. Salary is negotiable within a range commensurate with education and experience, in addition to an excellent benefits package and great working environment. The position will be expected to work extended hours, including weekends and evenings as necessary. Travel within the state of Florida will required, up to 50% of the time.
